Culter Mills Paper Company provided housing for their employees. St Peter's Terrace and St Mary's Place were among the first to be built. This was followed by Oriel Terrace (named after the Company's London base). Building continued after WW1 on Malcolm Road with the "New Cottages". At the opening of the Culter Mill Social Club, James Geddes said :
On account of distance, some of the workers might not be able to avail themselves of the facilities now provided, but he was hopeful that in time all the workers would be comfortably housed in the vicinity of the mills.
There were additional rules which had to be followed if you were provided with Mill housing.
